Director General’s Message

In 2004, it was in a climate of uncertainty characterized by economic instability that we created the Human Resources Management Office (CAGRHA) in order to meet the needs of the labor market. Two years later, for the sake of innovation and to meet the expectations of our partners, the company Construction and Application International Services, abbreviated CAIS, was born.

Created on April 1, 2007, CAIS is celebrating its 13th anniversary this year. We owe this longevity, first of all, to our employees who have shown courage and self-sacrifice, then to our various partners who have placed their trust in us and continue to renew their trust in us, and finally to the entire management team.

Our vision is to be a leader in providing services specializing in human resource management by placing the safety of our employees at the core of our concerns. Knowledge of the field and users’ needs, mastery of Chadian legislation constitute our major asset.

In 13 years of existence, we have not only provided a qualified workforce and cutting-edge qualifications existing on the labor market in Chad, but also, and above all, supported the Client to achieve his objectives through our advice and knowledge. Through our various service contracts with EEPCI, TOTCO and their various contractors, the Chadian employees in permanent contract, CAIS has in one way or another benefited from oil spillovers and improved their living conditions.

The Founder

Mr. David Allassingar Asdongarti
Graduate of the European School of Management –Paris (France), Mr. David Allassingar Asdongar is a labor inspector (Chadian Normal School of Administration and Magistracy, promotion…) who made his first career in the Civil Service. After 5 years of experience in the private sector, Mr. David Allassingar Asdongarti created, in collaboration with other young entrepreneurs in 2003, the Human Resources Management Firm (CAGRAH), specialized in the management and placement of Human Resources. Subsequently, Mr. David Allassingar purchased the shares of the other shareholders to become the sole shareholder of CAGRAH. In the interest of innovation and in order to better meet the pressing demand of Customers.
